В то время торговый флот в основном полагался на устаревшие паровые ледоколы, многие из которых были построены в эпоху императорской России и должны были завершить свой эксплуатационный срок в ближайшие годы. Кроме того, советские пограничники располагали лишь одним ледовым судном для патрулирования северной границы страны — пограничным сторожевым кораблём «Пурга» проекта 52 , который был заложен ещё в 1938 году, но поступил на вооружение только в 1957 году.
